Microsoft Apps v2 supports language change. In Microsoft Apps v1, OneNote app supported RTL languages (Arabic, Hebrew, Farsi, and Urdu), but in Microsoft Apps v2 OneNote application is in English. Also Word, Excel and Powerpoint apps behave the same way in the Microsoft Apps v2.
